MANAGING THE UNMANAGEABLE

Building a sound model for supplier qualification, management and correction.

This workshop will serve to provide an overview of the supplier qualification process, pragmatic solutions to effectively implement and sell your qualification process both internally and externally.

Learning objectives:

    • The most effective means by which to measure supplier performance
    • Means of measurement: common, uncommon and future measures
    • How to reduce the labor intensity involved in maintaining supplier metric
    • Solidifying a solution that is self-governing

Training Session 2: 
ETHICS AND ACCOUNTABILITY

1 Day (English Only)

Recent procurement controversies have heightened public concern over the probity of public sector spending practices. Government institutions are facing increasing pressure to address ethics and accountability within their procurement cycles. Drawing from recent news stories, auditor reports and court decisions, this introductory overview will highlight the legal and reputational risks faced by institutions when navigating the danger zones of political interference, conflict of interest, lobbying, bid rigging, and unfair advantage and bias.

This interactive full-day program covers the following topics that focus on ethics and  accountability in public procurement:

    • Preventing political interference, building barriers against conflict of interest and shielding the tendering process from improper lobbying and bid rigging
    • Dealing with unfair advantage and bias in the bidding process

DEBRIEFING BIDDERS

    • Challenge process
    • Disclosure of information

This training session will aim to answer this question by looking at various best practices when it comes to weighting factors, selection methodologies, and scoring grids.  Although a variety of scoring methods exist, many contracting officers are not aware of how or when to use them.  This interactive session will include the following topics:

    • How to allocate points and weighting factors
    • Selection Methodologies
    • Highest score vs. best score
    • Lowest cost per point vs. lowest cost
    • Options with few bidders
    • Options with many bidders
    • How to avoid paying too much
    • Advantages and disadvantages
