CORCAN is a key rehabilitation program of the Correctional Service of Canada (CSC). The Procurement Strategy for Aboriginal Business (PSAB) was established to help Aboriginal businesses do more contracting with the Government of Canada and to promote Aboriginal business development through the federal government procurement process. This initiative consists of the following elements: greater emphasis on Aboriginal economic development when planning procurements; mandatory set-asides and voluntary set-asides; provision for subcontracting with Aboriginal businesses when the primary requirement is outside of international trade agreements (NAFTA, WTO-AGP and CETA); and, requirements for each department and agency with an annual contracting budget in excess of $1.0 million to develop multi-year performance objectives for contracting with Aboriginal businesses.
