Opening Keynote: Procurement Modernization
Vincent Robitaille PMP CFA MBA, Director General, Procurement Modernization Integration Team, Treasury Board of Canada Secretariat & Public Services and Procurement Canada
Since 2017, Vincent Robitaille is Director General of the Government of Canada Procurement Modernization Integration Team. He leads a team that coordinate concrete and ambitious initiatives to expedite and streamline simple procurement, focus on results and business acumen in complex procurement and better support the community of procurement professionals that procures more than $18B of goods and services annually on behalf of Canadians. From 2015 to 2017, he held the position of Executive Director - Central Agencies, Parliamentary Operations and Crown Corporations Directorate at the Treasury Board of Canada Secretariat. In this capacity, he led a team that provided advice to Treasury Board Ministers on Crown Corporations, Shared Services Canada, the Canada Revenue Agency and Central Agencies. From 2010 to 2015, he held executive positions at Public Services and Procurement Canada, notably serving as Director General, Commercial and Alternative Acquisitions Management Sector. He provided leadership for the acquisition of a wide range of goods and services with value exceeding $15B ranging from vaccines to the construction of the new Champlain Bridge in Montreal. He previously held positions at the Public Health Agency of Canada and Global Affairs Canada. Mr. Robitaille is President of the Canadian Institute for Procurement and Materiel Management, a non-profit organization dedicated to advance and promote professionalism and effectiveness in the fields of procurement and materiel management. Mr. Robitaille holds a Chartered Financial Analyst (CFA) designation, a Project Management Professional (PMP) designation and a Master of Business Administration (MBA) degree from the University of Ottawa.
Session # 1 - Federal, Provincial and Territorial Collaborative Procurement Initiative
Sean Crossan, Director, Federal, Provincial, Territorial and International Relations, Office of Small and Medium Enterprises and Stakeholder Engagement, Acquisitions Program, Public Services and Procurement Canada
Sean Crossan is the Director of Federal-Provincial-Territorial and International Relations for the Office of Small and Medium Enterprises and Stakeholder Engagement, Acquisitions Program at Public Services and Procurement Canada (PSPC). He has held several Director level positions including Director, Branch Planning and Management Services, Finance and Administration Branch (2010-2015), Director PSPC Strategic Review Team (2009-2010), Director Communities and Partnerships, ESDC (2008-09), and Director, Financial Policy, PSPC (2007-08). Sean is a graduate of the Accelerated Economic Training Program, the Institute on Governance, Executive Leadership Development Program and has over 27 years of experience in the federal public service. Sean is a leader in his community as he is currently President of the Cardinal Creek Community Association, he is a Board member of the Orleans-Cumberland Resource Centre and he is also a Board member and Chair of the Economic Development Committee of the Orleans Chamber of Commerce. He enjoys playing hockey and baseball and travelling with his family. Sean obtained a Co-operative Masters in Public Administration Degree from Carleton University (1992) and a Co-operative Bachelors in Environmental Studies Degree (Urban Planning) from the University of Waterloo (1988).
Michel Boulet, Acting Senior Policy Advisor, Federal, Provincial and International Relations, Office of Small and Medium Enterprises and Strategic Engagement, Public Services and Procurement Canada
Mr. Boulet is a long-time Government of Canada Policy Analyst and writer. During his 21 year career, Mr. Boulet has worked on auditing and policy development in a national security setting, has led large teams of employees for departments like Public Works and Government Services Canada and National Defence and has worked for a Central Agency, Treasury Board in government wide policy and operational standards development. Mr. Boulet currently works at Public Services and Procurement Canada as a Senior Advisor in Federal, Provincial and Territorial relations.
Session # 2 - Innovation in Materiel Management and Disposal
Marie-Claude Marcoux, Regional Manager, GCSurplus Sales Centre - Quebec Regions, Public Services and Procurement Canada
With a wide financial background through different administrative and sales roles in major Life Insurance and investments companies; Working for federal government in the last 9 years and lately as a civilian Deputy Commanding Officer for the Army Equipment Fielding Center, she recently accepted to manage the regional operations of GC Surplus in Quebec.
Session # 3 - Managing Complex Projects
Prof. Stephane Tywoniak, Academic Director, Master of Business in Complex Project Leadership, Telfer School of Management, University of Ottawa
Stephane Tywoniak is Professor of Complex Project Management at the Telfer School of Management, University of Ottawa (Canada), and Academic Director of the Master of Business in Complex Project Leadership. Prior to joining University of Ottawa, he was a member of the founding team for the Executive Master in Complex Project Leadership at Queensland University of Technology (QUT, Brisbane, Australia), he was the Academic Director of the QUT program from 2012 to 2015. Professor Tywoniak’s research is located in Organizational Project Management and his interests are about how complexity plays out in projects, and how management practices get institutionalized in project-based organizations. His research has been published in leading academic journals, including: International Journal of Project Management, Organization, and Project Management Journal. He serves on the editorial board of Systems Research and Behavioral Science and Journal of Management and Organization.
Session # 4 - The Office of Small and Medium Enterprises (OSME), Serving Canadian Entrepreneurs
Samuel Archambault, Supply Team Leader, Office of the Small and Medium Enterprises, Public Services and Procurement Canada
Samuel has a broad experience in procurement: being a Contracting Agent for various departments such as the Canadian Space Agency, Transport Canada, and Agriculture and Agri-Food Canada. Mr. Archambault works for the Office of Small and Medium Enterprises (OSME) since November 2016 were he helps SME’s sell their goods and services to the federal government. He’s also a proud ambassador of the Build in Canada Innovation Program (BCIP).
Session # 5 – Social and Environmental Acquisitions : Challenges and Opportunities in Public Services and Procurement Canada.
Annick Champoux, Chief, Contract Quality Management, Public Services and Procurement Canada
Annick Champoux is a Quality control chief in Public Services and Procurement Canada (PSPC). She works for that federal organisation since 2006 and promotes the inclusion of social and environmental considerations in public procurements for many years now. She graduated in 2014 as a Master of Environment and her essay’s subject was on the integration of sustainability in public procurement of PSPC.
Session # 6 - New Champlain Bridge Corridor: Project Update and Useful Best Practices
Patrick Kelly, Senior Director, P3 Procurement Directorate, Commercial and Alternative Acquisitions Management Sector, Public Services and Procurement Canada
Patrick Kelly is the Executive Director for Public-Private Partnership procurement at Public Service and Procurement Canada. Patrick has been managing construction and infrastructure contracting strategies for over a decade. His work has been awarded multiple national and international procurement and innovation-related awards. Patrick holds a BA in Business Administration from the Université du Quebec.
Session # 7 - National Defence – Inventory Management Modernization and Rationalization
Richard Quinn, Manager - National Publications Depot and Engineering Drawings, Department of National Defence
Mr. Quinn is a former Canadian Army Logistics Officer with over 32 years of service in the CAF. Upon retirement he joined the Public Service to take his current position. During his extensive career of working within the Department of National Defence, he has worked primarily as a Logistics – Materiel Manager and this includes multiple CAF operations and missions outside the country. Most recently he was the Commanding Officer of 7 Canadian Forces Supply Depot, a unit that held over 180,000 line items with an asset value of greater than $1 Billion. Prior to taking his current position, Mr. Quinn was also the project leader and manager for the establishment of a robust Contracting Compliance Review cell for the Department. He has experience with inventory and transportation management, procurement and contracting, materiel distribution and disposal, performance management and supply chain technology implementation.
Session # 8 - CORCAN – Social Procurement
Paul Harvey, Regional Manager Operations, Quebec Region, CORCAN
Has worked 18 years at CSC in various capacities: Corrections officer, Parole Officer, Intelligence Officer, Regional Administrator for Intelligence, Assistant Warden Operations, and finally, regional manager of Operations for CORCAN industries. CORCAN is a special operating agency within CSC. It provides vocational and on-the-job training to CSC offenders during their incarceration. It also supports offenders on conditional release through community employment coordinators.
CORCAN has four business lines:
• manufacturing
• textiles
• construction
• services (printing and laundry)
CORCAN sells its products and services primarily to federal government departments. It also sells some products to other levels of government and not-for-profit organizations
Claude Paré, Account Representative, Quebec Region, CORCAN
From a procurement officer at the beginning of his career for the Department of National Defense, to a career as a life insurer, car dealership owner and business development manager for a multinational company, Mr. Paré joined the Correctional Service team through CORCAN Industries CORCAN ten years ago. As a professional instructor, a part of his mandate is to assist and prepare offenders for their return to work upon release to the community. For the past four years, Mr. Paré has worked within the sales team. His main responsibility is to answer the different requests coming from various federal departments and other public bodies, especially the Department of National Defense, concerning the acquisition of goods and services that can be provided by CORCAN. His job is also to develop business partnerships with regional businesses, to steer them into the government services market by allowing them to register as a supplier and to build bridges so that these companies recognize the benefits of being able to engage offenders in the community who have gained knowledge in CORCAN workshops.
Session # 9 - Tips and Tricks for Completing your CARS
Derek Bizewski, Senior Advisor and Certification Program Manager, ASAS Community Management Office, Secteur des services acquis et des actifs, Treasury Board of Canada Secretariat
The Acquired Services Assets Sector (ASAS) Communities Management Office welcomed Derek to the team in late 2016. With over ten years’ experience drafting asset management plans, writing policy, handling seized, abandoned and forfeited property, and managing supply chains at the Canada Border Services Agency (CBSA), Derek has a very strong grasp on all things Materiel Management and Procurement due to his unique set of job experience. He devotes his time at work to finding ways to support the materiel management and procurement communities.
Session # 10 - WTF! Where’s the Fairness?
Gilles Pineau, Communications Manager, Office of the Procurement Ombudsman
Gilles joined the Office of the Procurement Ombudsman in late 2008, almost 10 years ago. Prior to this position as Communications Manager, he was Director, Business Information Coordination Service in the IT Branch in Public Services and Procurement Canada. He also worked in other federal departments since he joined the federal public service in 1995.
Lisa Teed, Procurement Review Manager, Office of the Procurement Ombudsman
Lisa Teed has been a part of the Office of the Procurement Ombudsman (OPO) for several years. She is currently the Manager of the Intake Team at the Office. She has extensive experience in federal government procurement having spent the bulk of her career at Public Works and Government Services Canada (currently Public Services and Procurement Canada). As Manager of Intake, Lisa’s responsibilities include the review of the procurement practices of federal departments to determine how they are conducting their purchasing activity or how a particular aspect of contracting is carried out across organizations.
