Guylaine Carriere, Shared Services Canada
Guylaine has more than 17 years of experience in the field of procurement. She worked for Public Works and Government Services Canada and later for the Canadian International Development Agency, now part of Global Affairs Canada. She is currently the passionate Director of Procurement Modernization for Shared Services Canada.
Ximena Suarez, Treasury Board of Canada Secretariat
Ximena Suarez has over 13 years of procurement-related experience and has delivered in several capacities within the federal government over the past 8 years, including: acquiring goods and services and delivering on construction requirements while at Global Affairs Canada and Infrastructure Canada; conducting procurement investigations and providing facilitation services while at the Office of the Procurement Ombudsman; and leading policy development and implementation and driving transformation initiatives. Currently, Ms. Suarez is lending her expertise to the Financial Management Transformation (FMT) project led by the Treasury Board of Canada Secretariat. Within her roles, she has focused on strengthening integrity and client-service delivery as well as reducing barriers.
Michel Anderson, Employment and Social Development Canada
Michel was appointed to his current position in February 2017, after having been the Manager of the Reporting, Audit and Compliance team at ESDC since October 2015. In his current role he is responsible for ESDC’s national acquisition card program; risk based monitoring of procurement; the national forms and publications program; as well as legislative reporting and liaison with the oversight community. Immediately prior to joining ESDC, Michel enjoyed an eight month stint as Team Leader with the Privy Council Officer. Before that he was contracting officer and manager at Immigration, Refugees and Citizenship Canada (IRCC) for a period of four years where he was involved in the Temporary Resident Biometrics Project and was involved in the creation of the Quality Assurance and Oversight function within the Procurement team. Michel had COOP placements in procurement with Transport Canada, Public Services and Procurement Canada, and finally with Canada Revenue Agency where he stayed for not quite three years before moving to IRCC in 2010. Michel holds a Bachelor of Commerce Degree from the University of Ottawa.
Richard Steele, Department of National Defence
Richard Steele brings over 29 years of experience in procurement supporting the Department of National Defence. After obtaining his Bachelor of Commerce degree from Carleton University, Mr. Steele joined National Defence in 1988 as a trainee in the Materiel Group’s Procurement Officer Development Program. Over the next 29 years Mr. Steele held a variety of challenging positions, delivering a wide range of acquisition services within National Defence such as acquiring new strategic cargo aircraft and chartering helicopters in Afghanistan. As well, Mr. Steele has taken on leadership roles in several transformation initiatives such as Defence Renewal and the Defence Procurement Strategy. Mr. Steele was appointed Director Major Project Services in January 2011 where he provided business management, comptrollership and procurement services to the two major project divisions within the Materiel Group at National Defence. Mr. Steele was appointed to his current position as Director General Procurement Services in 2016. He is responsible for managing major service delivery initiatives as well as providing procurement services for information technology, communications and electronic equipment, and command and control systems. He is also the Champion for the Procurement Community at National Defence.
Richard Quinn, Department of National Defence
Mr. Quinn is a former Canadian Army Logistics Officer with over 32 years of service in the CAF. Upon retirement he joined the Public Service to take his current position. During his extensive career of working within the Department of National Defence, he has worked primarily as a Logistics – Materiel Manager and this includes multiple CAF operations and missions outside the country. Most recently he was the Commanding Officer of 7 Canadian Forces Supply Depot, a unit that held over 180,000 line items with an asset value of greater than $1 Billion. Prior to taking his current position, Mr. Quinn was also the project leader and manager for the establishment of a robust Contracting Compliance Review cell for the Department. He has experience with inventory and transportation management, procurement and contracting, materiel distribution and disposal, performance management and supply chain technology implementation.
Richard Savill, Department of National Defence
At 17 Rich joined 3rd Field Engineer Squadron as a Sapper in the Army Reserves. Three months after he graduated from High School, he was deployed to Iraq and Kuwait with the United Nations. In 2000, Rich grew up and realized that he needed a career so he joined the public service as a PG 3 with National Defence. Over the next few years Rich performed a variety of procurement jobs from Foreign Military Sales, to major crown projects, to vehicle spare parts, to military clothing, etc. oh and somewhere in there he became a PG 4 then a PG 5. Two years ago he was promoted to PG 6 and a several months after that he was asked to create a Community Management Office for PGs. In 2017 Rich graduated with an MBA from University Canada West, it only took 6 years and a very understanding spouse. Rich lives in Ottawa with his wife Sandra and their two children and three very loud dogs.
Lisa Coderre, Royal Canadian Mounted Police
Lisa Coderre is a Manager of Procurement and Contracting for Goods and Services at the Royal Canadian Mounted Police. Lisa has worked in various procurement roles predominantly at the department of National Defence from 2007 to 2017 and has had a broad range of experience in procurement as demonstrated herein. In 2007 Lisa began as a student as part of the Federal Student Work Experience Program in software procurement where she started her career upon graduation from university. In 2009 Lisa was accepted to the Procurement Officer Development Program where she had the opportunity to gain broad experiences in capital projects, material management, repair and overhaul, in-service support, and procurement and contracting of services. In 2011 Lisa enjoyed procurement and contracting of services so much during the development program, she took a position with the unit upon graduation. In this unit, she supported deployed operations through the procurement and contracting of real-life support services internationally related to accommodations, office space, vehicle rentals, food, water, airport services, aviation fuel, IM/IT, and medical evacuation services. In 2013 Lisa was looking for a new challenge which was found within one of the initiatives under the Defence Renewal program. During this time she played a major role in conceptualizing the approach taken by the initiative to achieve its goal. She conducted spend analysis, identified areas of opportunities, and liaised with stakeholders in support of delivering on the initiative’s objectives. In 2016 Lisa headed back to procurement where her next endeavour was as the Manager of Procurement and Finance for the Tactical Armoured Patrol Vehicle project. There, along with her small team, they were responsible for finances related to the procurement of the vehicle in addition to delivering procurement services for requirements in support of the project. In 2017 Lisa changed direction yet again, this time as a result of a personal change with the arrival of her daughter. In effort to find balance and fulfillment in her personal and professional life, she took on the role of Manager of Procurement and Contracting for Goods and Services at the RCMP upon her return from maternity leave. She is responsible for a team of 10 individuals whom deliver procurement services and has the opportunity to lead with passion in the areas of continuous improvement, workplace wellbeing and professional development. As noted from above and the many adventures left out, Lisa is beyond curious and welcomes new and different opportunities, which is further evidenced through her current participation in CIPMM over the recent months.
Caroline Landry, Immigration and Refugee Board of Canada
Caroline proudly hails from Atlantic Canada and joined the federal public service in 2000 after a lengthy career in the regional economic development field. In 2008, she moved to Ottawa to join the Acquisitions Branch at Public Services and Procurement Canada, where she has held various senior positions such as Regional Director and Acquisitions Account Executive. Caroline is currently on assignment to the IRB and is leading a registry modernization initiative for the Refugee Protection Division. Caroline holds a Bachelor’s degree in Economics from Dalhousie University, Halifax, Nova Scotia.
Dominique Belanger, Global Affairs Canada
Dominique a connu une carrière diversifiée et stimulante. Titulaire d’un baccalauréat en commerce avec spécialisation en comptabilité de l’Université d’Ottawa, elle a aussi complété le programme de Comptable en management accrédité. Elle a entamé sa vie professionnelle chez Loeb Inc., où elle a supervisé le service de l’approvisionnement, pour ensuite prendre en charge la gestion des contrats de franchise des magasins IGA. Après avoir fondé une famille, Dominique a consacré à une entreprise familiale son expertise en finances et en gestion jusqu’à la vente de celle-ci. Riche de cette expérience, elle est entrée à la fonction publique, et a d’abord occupé des postes au sein de la direction des finances de Services publics et Approvisionnement Canada et d’Affaires mondiales Canada. Dominique est aujourd’hui directrice générale, Services ministériels, du Secteur de la plateforme internationale d’Affaires mondiales Canada. À ce poste, elle dirige les activités d’approvisionnement tant à l’administration centrale qu’à l’étranger, les services de courrier diplomatique, la gestion du matériel, la logistique et la distribution, la planification et l’information stratégiques, la gestion financière et les services administratifs des finances et des ressources humaines. Pour Dominique, ce sont la variété des fonctions et le haut niveau de responsabilité qui constituent les attraits de son poste. Sur le plan social, Dominique a contribué tout au long de sa carrière, et continue de contribuer, en siégeant au conseil d’administration d’organismes de bienfaisance.
