For the past 30 years, CORCAN — a Special Operating Agency of the Correctional Service of Canada — has been supplying federal government clients with a full range of quality products and services. Purchasing CORCAN allows us to train offenders in our shops, making it easier for them to find employment when released, and thereby contributing to safer communities for Canadians.
CORCAN is part of the federal government, so an order from CORCAN is not a purchase, but a transfer of Crown assets between departments. Simply generate a Stores Transfer Order (STO) referencing CORCAN's Stores Transfer Guideline (STG) #E60PQ-050000/001/PQ. Individual Store Transfer Orders (STO) can be issued for any value.
Acquiring from CORCAN saves you time and money, because Treasury Board has given CORCAN preferred supplier status. This means that federal departments and agencies can acquire from CORCAN without following regular tendering/contracting processes.
- Acquisitions can be paid for with your government acquisition card (VISA and MasterCard credit cards) will be accepted (except for CSC clients).
- Payment by Canada for each delivery shall be made by Interdepartmental Settlement Process, as per the Receiver General Manual (Chapter 12).
Additional information on CORCAN procurement can be found at the following web location: http://www.csc-scc.gc.ca/002/009/index-eng.shtml

Office of the Procurement Ombudsman
The Office of the Procurement Ombudsman (OPO) is dedicated to promoting fairness, openness and transparency in federal procurement. The Office, which is an independent entity reporting to the Minister of PWGSC, provides a neutral outlet for suppliers and government departments to have procurement issues addressed in an objective, unbiased manner. The Office strives to deal with issues brought to their attention both formally and informally. They accomplish this through education, by providing procurement information and materials, and by facilitating dialogue between suppliers and government officials. In certain cases issues are addressed through the conduct of procurement reviews. Regardless of the approach used, the aim of the Office is to stimulate positive dialogue, exchange ideas, share best practices and to contribute to the continuous improvement of the federal procurement process. In situations where a contract dispute develops between a department and a supplier, OPO provides a Dispute Resolution (DR) service. This service is available to both parties to the contract upon request of either the supplier or the government department. OPO representatives will be on hand at the CIPMM National Workshop to discuss OPO’s services to departments and suppliers, and to hear your views on any procurement issues that you may wish to raise.
