Premier Partner Opening Keynote
Alain P. Séguin, Chief Financial Officer,
Employment and Social Development Canada
An experienced financial professional, Mr. Alain Séguin joined Human Resources and Skills Development styled Employment and Social Development Canada (ESDC) on June 11, 2012 as the Chief Financial Officer. In this role, he is responsible for all aspects of financial management and stewardship with an annual expenditure base of some $110B and is a key player in supporting the deputy ministers for the ESDC portfolio.
Prior to coming to ESDC, Mr. Séguin was the Chief Financial and Administrative Officer (CFAO) with the RCMP since 2007. Prior to that appointment, Mr. Séguin was the Assistant Chief Statistician for Management Services at Statistics Canada, responsible for human resource and financial management. Mr. Séguin also held a number of senior level positions in various departments of the Federal Public Service such as Natural Resources Canada and Western Economic Diversification Canada to name a few and has some 28 years' experience in finance and administration in the federal government. Mr. Séguin holds a Bachelor of Commerce, an MBA and is a CPA, CGA.

In this presentation, Silken shines a spotlight on many of the obstacles she encountered—and overcame—not only in her athletic life, but also the intense personal challenges of her past. She inspires with the fierce determination she applies to living a bold, loving, successful life today, and encourages her audiences to embrace challenge, accept change, and continue to strive to reach their dreams.
Silken Laumann is best known as a four time Olympic rower who overcame a devastating accident in 1992 to win an Olympic Bronze Medal. Her story though, is so much more than a single moment in Canadian sports history.

Understand the value of the Certification Program and acknowledge the accomplishments of recent graduates of the program during the Recognition Ceremony. Share your thoughts and pose your questions to the CG and take note of his responses.
Bill Matthews was appointed Comptroller General of Canada effective July 17, 2014. Prior to becoming the Comptroller General, Mr. Matthews was Assistant Secretary, Expenditure Management Sector, at the Treasury Board of Canada Secretariat, a position he accepted in 2011. Before joining the Expenditure Management Sector, Mr. Matthews worked at the Office of the Comptroller General for seven years, serving as the Assistant Comptroller General in the Financial Management and Analysis Sector from 2009 to 2011.
Mr. Matthews is a chartered professional accountant with over 25 years of experience in accounting and financial management in both the public and private sectors. He holds a Bachelor of Commerce from Dalhousie University. He also serves as a board member of the Public Sector Accounting Board and the University of Ottawa’s Institute for Mental Health Research.

Plenary Presentation - The Value of Dispute Resolution Services in Public Procurement
Frank Brunetta, Procurement Ombudsman
The presentation will examine the benefits of professional dispute resolution services in the context of public procurement. Examples of both informal and formal dispute resolution will be presented to demonstrate successful outcomes, and the audience’s experiences will be discussed to stimulate discussion, exchange information and generate new ideas.
Frank Brunetta was appointed as Procurement Ombudsman on January 4, 2011. In his role as Procurement Ombudsman, Mr. Brunetta leads a team of professionals whose overall goal is to promote fairness, openness and transparency in federal procurement. Before joining the Office of the Procurement Ombudsman, Mr. Brunetta was Assistant Deputy Minister of the Departmental Oversight Branch, Public Works and Government Services Canada (PWGSC). His responsibilities included providing independent assurance and oversight on the prudence, probity and transparency of Departmental operations. Mr. Brunetta is also the former Chief Risk Officer for PWGSC.
Since joining the public service in 1978, he has worked in various capacities at Agriculture and Agri-Food Canada where he occupied the positions of Director General, Special Initiatives and Director General, Audit and Evaluation Branch. Brunetta holds a master's degree in Public Administration from Harvard University and is a graduate of the Queen's University Program for Public Executives.
